Civic issues
Topics getting the most attention in Merced public meetings, ranked by how frequently they come up.
CDBG grant funding for local services
Federal community development block grant money would flow to Harvest Time, Project Sentinel, and the Merced County Human Services Agency for local services.
FY 2027/28 budget input process
The council will pick dates for 2027 town halls and a strategic planning session that will shape next year's city budget. This is residents' chance to weigh in on how tax dollars get spent.
El Capitan hotel parking agreement terms
Mayor Pro Tem Boyle flagged that the hotel would keep paying its 2019 rate — $2,520/month for 59 spaces — while city costs have risen and the garage elevator has been broken for two years. Staff will renegotiate and return in November.
Structure of the new Finance and Economic Development Subcommittee
This is only the second formal subcommittee meeting, and members are still figuring out how it should run — how often to meet, how minutes flow, and whether to have a chair. A chair nomination failed, and the structure question heads back to the full council.
City hiring and staffing levels
The city filled 15 full-time and ten temporary jobs in August, bringing total staff to 607. Five recruitments closed, including maintenance worker, payroll technician, and safety coordinator positions.
FY 2026-27 community funding awards
The council gave out all $30,000 of this year's community funding to seven local nonprofits, focusing on youth and senior programs. Councilmembers debated whether small grants can really launch new programs, and agreed the RFP needs clearer direction next year.
BPAC meeting schedule and commission authority
Commissioners want meetings moved to 6 p.m. and held more often than every two months, but the current schedule is set by ordinance — only the City Council can change it. Several asked for a future resolution to request those changes.
Probationary period standards for new city employees
A board member questioned why job descriptions don't set clear timetables for how long new hires have to learn their jobs. Staff explained the 12-month probation with evaluations at 6 and 12 months, and that the Personnel Rules and Regulations are being modernized through legal review.
SB 707 Remote Participation and Public Comment Rules
New state law takes effect July 1, and the city has to set cutoff rules for remote and electronic comments. Council mostly wants to keep things simple — no live e-comments during meetings, registration closes when each agenda item starts — but critics say that limits spontaneous public participation.
Measure Y cannabis tax revenue declining
Cannabis tax money keeps shrinking — down more than $50,000 versus the same quarter last year. The one cannabis dispensary in the pipeline hasn't opened yet and must open by June.
